Chain O'Lakes Foundation Update:
 

The Chain O’ Lakes Foundation was announced at the Association Annual Meeting June 26, 2010.  The goal of this Foundation is to assist in efforts to protect and to improve the Chain O’ Lakes as one of our country’s most beautiful natural resources.  The Association board voted to provide the initial funding for the Foundation.

The Internal Revenue Service recently approved the Foundation as a charitable organization so it is qualified to receive tax-deductible donations.  The Foundation intends to address current lake and water quality issues and to build an endowment fund for the lakes to benefit future generations.  It will strive to have both a current and a visible long-term effect on the lake system.  Even now there are important issues such as assurance of continuing water quality, treatment of invasive species and review of lake inlets. 

Steve Huhta is serving as the Foundation’s first President.  Carl Webber, who incorporated the Foundation, is its Secretary.  Others on the initial Board of Directors are Dick Conover, Vice-President, and Bob Ellis, Treasurer.  Bob, Dick and Steve are all past Presidents of the Association.  As an earlier indication of their devotion to the lakes, Dick Conover and his wife Sandy placed a substantial amount of land in a conservation easement.  This land is on an important portion of the lakes’ watershed adjacent to Smith Lane.

Pier Registration Update:
 
Pier registration has been extended to April 1, 2012.
 
The DNR website requests property owners to complete and submit the “Notice of Pier, Dock or Wharf Registration” (Form 3500-114A) with  Form 3500-114 (R 05/11) if you wish to record the registration with the Register of Deeds.  Property owners must request both registrations at the same time, but they do not have to immediately file a copy with the Registrar of Deeds which costs $30.  According to the Reg of Deeds office, one can hold the second pier registration document until such time as one chooses to sell a property and can file it with the Registrar of Deeds at that time, or can give the pier registration document to the new owner as proof of registration.

Do I Need to Register?

Most piers do not require registration or permit application. An existing or new pier can be placed without a DNR permit or fee if it meets the following exempt standards:

Width - A maximum of 6 feet wide for the pier with an 8-feet long by 8-feet wide loading platform or deck at the water-ward end of the pier;

Length - The length needed to moor one’s boat, to use a boatlift, or to reach a 3-foot water depth, which ever is greater;

Location - Does not interfere with the rights of other riparian owners and is not located in an area of special natural resource interest;

Number of Boats - 2 for the first 50 feet of frontage, 1 for each additional full 50 feet.

 

If your pier is not exempt, do not expand or modify it.  Most non-exempt piers are eligible to be grandfathered through a one-time free registration process. To be eligible, a non-exempt pier must:

- Have been placed before Feb. 6, 2004,

- Have a main stem that is a maximum of 8 feet wide,

- Have a loading platform at the end of the pier that is a maximum of 200 square feet or a maximum of 300 square feet if the platform is 10 feet wide or less,

- Not interfere with the rights of other riparian owners.

 

Registration with the DNR must be completed by April 1, 2011. The Pier Registration Form can be found at:  www.dnr.wisconsin.gov/waterways/recreation/piers/html.  Registration is available only to riparian owners and is not applicable to easement holders seeking grandfathering under s. 30.131, Wis. Stats. Registration does not authorize the placement of a pier in a manner that encroaches or infringes on the riparian rights of another landowner. Failure to submit an accurate and complete registration form may prevent the registration of your pier. Personally identifiable information will be used to administer the Department’s water regulation program and may be subject to release under Wisconsin’s Open Records Law [ss. 19.31-19.39, Wis. Stats.]
